A populist-right surge is no longer a fringe scenario. If One Nation’s momentum in Queensland and New South Wales translates into sustained primary vote gains across Brisbane’s outer ring and western Sydney, the Australian Labor Party’s path to a federal majority through those corridors will not narrow it will collapse.

Under single-member preferential voting, primary vote decay is brutal and non-linear. Once a party’s first-preference numbers fall below a critical threshold in a seat, preference flows cannot save it. Queensland and NSW outer-suburban seats that once looked manageable become unwinnable. The map turns hostile, fast.

Victoria Isn’t Just Important Anymore. It’s Everything.

In 2022, Labor won 24 of Victoria’s 39 federal seats. That was comfortable. That was one pillar of a multi-state majority. In the scenario now unfolding, it becomes something categorically different: the sole foundation of executive power in Australia.

Victorian voters have already demonstrated they will tolerate even reward debt-funded, large-scale government intervention. The state branch understands its leverage. And when a federal government’s survival depends entirely on maximising margins in Melbourne and regional Victoria, the Victorian branch does not merely influence the federal legislative agenda. It owns it.

The GST Reckoning: Victoria Collects What It Is Owed

Victoria has quietly seethed about Horizontal Fiscal Equalisation (HFE) for years. The Commonwealth Grants Commission’s formulas and the legislative top-ups engineered to keep Western Australia placated during the mining boom have cost Victoria billions. Every Treasurer knows the numbers. None have had the political pressure to act.

That changes the moment a federal Labor government cannot survive without Victorian seats. The levers are already built into the system, waiting to be pulled:

1. Rewriting the Terms of Reference issued to the Commonwealth Grants Commission by the Federal Treasurer quietly, technically, and with enormous fiscal consequences for every other state.
2. Direct off-budget Commonwealth top-up payments to Victoria, framed as service delivery adjustments, structured to be invisible to casual scrutiny and almost impossible to reverse.

Queensland and Western Australia will object loudly. It will not matter. They are no longer the constituency that keeps the lights on in Canberra.

Big Build Goes Federal: The Infrastructure Trap Snaps Shut

Victoria’s “Big Build” was always ambitious. Under a federally dependent Labor government, it becomes a machine that prints Commonwealth money. The Suburban Rail Loop alone a project whose business case Infrastructure Australia has already scrutinised with visible discomfort becomes untouchable the moment federal cost-sharing is locked in.

This is not corruption. It is path dependency, and it is far more powerful. Once the cycle begins, it cannot be stopped:
